When countries sign up to various international protocols; when solutions are required to address key concerns; when donors identify aid priorities or corporations need to be compliant with various regulations, they need to develop policies and programmes.


IDC uses the theory of change to help various private and public entities develop their policies and programmes.

The process starts with an inception meeting to understand the issues, objectives, the primary and secondary stakeholders as well as collection of information to date, A desk review follows, undertaking a gap analysis. The draft road map is developed through consultation, which may include, one-on one meetings, FGDs. multi-stakeholder workshops, scoping on the ground or baseline studies.

Examples of Policies and Programmes support include:

EITI (Extractive Industries Transparency Initiative) undertaking a ‘Lessons Learned’ to encourage more countries to sign up and develop their own EITI programme.

SME: Rivers State, Nigeria development of their Small and Medium Enterprises (SME) policy including engaging all State department involved in SME development and capturing the data each had on current business. IDC also engaged various Business Development Services (BDS), on challenges and successes focussing on improvement. Over one thousand operating businesses were interviewed and a workshop planned to share findings and plot the way forward.
